Leroy is a civil engineer with more than 31 years of experience in the design and construction of transportation improvement projects ranging in size from small private and local agency projects to larger city and state projects of more than $34M. Leroy joined Exeltech in 2005 after a successful 14-year career with WSDOT.

Outside of work, Leroy enjoys spending time camping and traveling, and doing other activities with his wife of 27 years and their four kids.  He can also be found on Sunday mornings playing drums for his church’s Worship Team.
