East D Street Grade Separation

The City of Tacoma turned to Exeltech to design a grade separation of the East D Street traffic over the BNSF railway, connecting the Dock Street Bridge and East D Street. Exeltech’s services included bridge assessment, seismic analysis, development and evaluation of design alternatives, civil and structural engineering design, environmental permitting, and construction support, with project management provided throughout the life of this FAST corridor project. Exeltech led the development and evaluation of six alternatives and facilitated a stakeholder group comprised of federal, state, and local agencies, Port of Tacoma, and BNSF in evaluation of the alternatives. In cooperation with the city, Exeltech interviewed all business owners affected by the project and conducted public open houses.
This complex project included environmental permitting of sensitive waterways and construction staging over a 24/7 operational railroad. Final design was developed for one new bridge and rehabilitation of an existing bridge; three roadways requiring horizontal and vertical alignment changes; new roadway sections; retaining walls; streetscape design; intersection redesign to improve traffic flow and safety; roadway drainage; utility relocation; illumination; traffic control; and landscaping.
The project was awarded ACEC Washington’s Engineering Excellence Silver Award (Transportation).
